The panel is a touch screen device of some sort, dark and cracked; there is no response when poked. It is attached directly to the ground via thick metal tube. The lift itself is in the style of floating cargo elevator - no surrounding encasement, just a platform that moves up and down on a secure rail. Except, of course, the rail must have failed, and now the platform is very broken at the bottom. It does not look salvageable, even if the controls were working.
The dubious ladder creaks and groans ominously under Jet's weight, but ultimately it does not break underneath him on the slow ascent to the top of the cliff. He is now level with the office complex. It's essentially several smaller buildings all meshed together by concrete into one massive structure, one that would have been pretty impressive in its prime. Most of it is in ruin now, much like everything else on the island.
This lift seems to have been built as a side or staff access point. There's a small metal door built into the building nearby, although it is defeated slightly by the fact that there's also a decently-sized hole in the concrete next to it. The interior is pitch black.
