Is this a document that exists? No. But it sounds... authoritative? He's hoping if it's only robots here, they'll respond to something technical more than emotional, though.
If this fails to draw a response, he'll collect his syringe and fill it with some of the water from the toilet tank. He wants to test how far he can squirt the water (aiming inside the cell) and try to judge if he'd be able to reach the drones/their pads with the stream.
